Bias Variance Error for any dataset is fixed. We always try to reach and achieve the optimal value. However, to know how far training error is from optimal value we need to know the base error/human error. That's the bias of the model. The difference of the training error and the validation error is the variance of the model. Although, the model is giving a low training error of 6%, there are fair chances that the 1% training error is achievable (close to human error). In that case, we would say slight bias. However, we have no information about human error. Therefore, information insufficient.
